Citizen's Bond Oversight Committee

On January 10, 2013, the Board of Trustees certified the results of the November 6, 2012, general obligation bond election approving $4.0 million in general obligation bonds (Measure V).  The District's prior successful bond election conducted on June 6, 2006, authorized the issuance of $39.6 million in general obligation bonds (Measure D).  To date, the District has issued approximately $8.0 million in Measure D and V bond funds.
 
Pursuant to California Education Code (EC) Section 15278, the Board of Trustees is to establish a citizens' oversight committee for the Measure V bonds.  On March 14, 2013, the Board of Trustees merged the oversight committee for Measure D with the committee for the new bond Measure V.  Thereby, a single committee oversees both bond measures.
 
The purpose of a citizens' oversight committee is to inform the public on the expenditure of the bond revenues.  Article XIIIA Section 1 paragraph (b) of the California Constitution requires the committee consist of a minimum of seven members meeting the following criteria:
 
(a) One member who is active in a business organization representing the business community located in the school district;
 
(b) One member active in a senior citizen’s organization;
 
(c) One member active in a bona fide taxpayer association;
 
(d) One member shall be the parent or guardian of a child enrolled in the district;
 
(e) One member shall be both a parent or guardian of a child enrolled in the district and active in a parent-teacher organization, such as the Parent Teacher Association or school site council.
 
Pursuant to EC Section 15282, the committee may not include district employees, officials, or any vendor, contractor, or consultant of the District.  Committee members serve two (2) year terms, and may serve two additional consecutive terms, for a total of three (3) consecutive terms.
